Consulting Engineers of Nova Scotia (CENS) outgoing President Frank LeBlanc, P.Eng. is recognized for his achievements in the past year by incoming President Eamonn Oldham, P.Eng. at the 2003 AGM held in Halifax June 26 in conjunction with the ACEC Summit and National Convention. His term of office was directed towards the Strategic Plan initiatives of Enhancing our Image, encouraging Qualification-based Selection, and improving Government Relations. In this latter initiative meetings were held with Transportation and Public Works on improving the provincial procurement process, Service Nova Scotia, Department of Energy, and the Office for Economic Development. On the Federal scene this included Industry Canada, CIDA, ACOA, and DCCA. One of the initiatives in achieving the first two objectives was the CENS Means Business supplement published by the NS Business Journal and promotional ads during Engineering Week.

This years recipient of the Consulting Engineers of Nova Scotia (CENS) Distinguished Service Award was Marcel Aucoin, P.Eng. Marcel was presented his plaque by CENS past president Frank LeBlanc in a luncheon at the 2003 AGM attended by premier John Hamm. This annual award inaugurated in 1990 recognizes his many years as director, chair of the Export market committee, and CENS president in 1999-2000. Marcel also has a long serving presence with APENS having also served as president of that Nova Scotia Professional association.

A new slate of Board of Directors prepares to advance the CENS Means Business objectives in the 2003 / 2004 operating year. CENS in the past year grew by welcoming six new firms and currently represents over 85% of the consulting engineers in Nova Scotia. CENS strives to bring the Qualification-Based Selection process to clients such that the specific technical expertise resident in these Nova Scotian firms can best be applied to provide engineered solutions throughout the world.

The luncheon, at which Premier John Hamm acknowledged the achievements and contribution to Nova Scotia's economic growth, was broadly attended by government and private sector stakeholders as well as ACEC member associations from across Canada.
